The City of Pasadena Water and Power Department is seeking one experienced Capital Projects Manager to manage, coordinate and direct the implementation of Water Division's capital improvement and related project. This includes the planning, design, development and implementation of capital projects within specifications, timeframes, and budget limitations; coordinates field inspection and survey activities; performs related work as assigned.

Essential Functions

  • Serves as project manager and/or oversees the design, construction, reconstruction and repair of water distribution system and facilities; develops water capital improvement work plan; reviews and approves plans, specifications and estimates for capital improvement projects.
  • Reviews plans and specifications, develops project budget estimate, and prepares projects for bid; participates in Department's capital project budget planning effort.
  • Develops and/or approves bid packages and participates in the selection of contractors and seeks City Council's approval for contracts. Negotiates contracts with contractors.
  • Reviews daily inspection reports, debriefs construction details with Construction Inspector(s), identifies and recommends contract change orders when appropriate. Negotiates with contractors on change order terms. Manages the work of survey crews in the collection of field data and in the layout of construction work and ensures accuracy and completeness.
  • Identifies, investigates, and resolves project-related issues during the construction (e.g change orders, contract extension, work schedule, etc.), takes all appropriate actions and identifies and utilizes all available resources to ensure that construction work is performed on schedule and in accordance with specifications.
  • Prepares required State and Federal reports for various construction projects, and other reports, memos and correspondence related to contract compliance.
  • Oversees all contract documents such as bonds, insurance, contract claims and related documents for processing; recommends implementation of contractual enforcement provisions for inadequate performance of contractors if needed.
  • Review invoices; compiles and maintains statistics and records on project status and contractor performance; performs inspections in the field on special and more complex inspection assignments; conducts final review of all projects.
  • Coordinates construction with designer, residents, internal customer relation team, other city departments, and outside agencies as appropriate to minimize issue arise from construction activities; communicate project milestones, progresses, and schedule.
  • Maintains communication with Water Operations to identify information impacts Capital Improvement Program, for example, main break data, water quality compliant, customer driven projects, etc.; coordinates with contractors to support Water Operation activities as needed.
  • Obtains knowledge on newest technologies and up-to-date cost estimates; seeks and implements latest project management tools to increase the efficiency (e.g. ProCore and Microsoft Projects).
  • Supervises, evaluates, schedules, and assigns work to administrative, technical, and professional staff and regularly receives verbal and written reports of progresses. Provides technical assistance regarding specifications, special conditions and compliance methods to contractors, engineers, and inspectors.
  • Represents the Department at various public meetings; meets with a variety of Federal, State and private organizations to discuss/negotiate projects if needed.
  • Provide engineering planning and field support to department special projects if needed.

    • Relationship Building & Managing Conflict- Excellent interpersonal skills to establish and maintain cooperative working relationships with engineers, developers, contractors, and the public, to manage conflicts in the field and negotiate for the best interest of the Department and the City.
    • Negotiating - Reaching mutually satisfying agreements and compromises. Education/Experience
      Any combination of education and/or experience that provides knowledge, skills, and abilities necessary for acceptable job performance would qualify.

      Minimum Qualifications:
      • A bachelor's degree in architecture, engineering, construction management or a closely related field AND
      • Four years of progressively responsible experience in construction and project management with significant experience in building construction and major renovations including at two years in a lead, managerial, or supervisory role. Desired Qualifications
        Applicants who meet the following qualifications will be deemed most qualified:
        • Six or more years of experience in project management with significant experiences in the design and construction of water distribution systems and/or water related facilities.
        • Bachelor's degree in engineering field.
        • Possession of a valid Certificate of Registration as Professional Engineer issued by the State of California. Selection Process
          The employment process will consist of an evaluation of training and experience and the most highly qualified candidates may be invited to participate in a written, oral, or performance examination. Probationary test period is one year.

          Vacancies
          As a result of the selection process, an eligible list of candidates will be established which will be used to fill this vacancy and other similar vacancies that may occur in the future. There is currently one full-time position in the Water and Power Department, Water Delivery division.

          Special Requirements

          Must have or obtain a Class C California driver's license and a satisfactory driving record.

          Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.

          Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.

          All employees are required to pay the full employee contribution to CalPERS.
